Masashi Kishimoto’s Naruto series has some of the most intriguing villains with great motivation that makes them captivating characters. While the majority of the villains in the story have made quite an impression on fans with memorable character arcs, there are some that just aren’t good enough.

These villains, despite having a decent story in some cases, ended up having unsatisfactory conclusions in their arcs. Consequently, they turned out to be some of the worst villains in Naruto.

7 Kabuto Yakushi

Kabuto Yakushi started his journey in Naruto as a major secondary antagonist and the right-hand man of Orochimaru. However, after the death of his master, Kabuto got a lead role in the story. He was instrumental in starting the Fourth Great Ninja War, where he couldn’t even shine much.

Finally, he changed his mind and as a villain, all his potential was killed. Kabuto certainly had the ingredients for a decent Naruto villain, but the direction his character took made sure he never hit his ceiling. He eventually helped in the war, despite being the trigger for it. After the war, Kabuto gave up being a ninja and started an orphanage. In borutothe many Shin clones were seen here.


6 Danzo Shimura

Danzo was one of the elders of Konoha who played an important role in the second half of the story. His hard philosophy created an interesting conflict in the story and if Kishimoto had focused more on him as an opponent, he would certainly have been great.

Unfortunately, Danzo didn’t get enough time to profile himself as a major threat in the story. He took on the role of antagonist, mainly after Pain’s Invasion and shortly afterwards he was slain by Sasuke in a gruesome battle.

5 Mizuki

Mizuki is the very first minor antagonist introduced in Naruto and perhaps one of the most disappointing. His role was to set Naruto on the true path of the ninja by displaying his latent abilities and while he certainly succeeded, his character himself was not that memorable.

Mizuki lacked the strength needed to be a Chunin and was defeated by someone who hadn’t even graduated from the Academy yet. Mizuki was certainly quite weak and handled quite easily. Nevertheless, he served his purpose and gave Naruto a platform to show his true abilities.

4 Kinshiki Otsutsuki

Kinshiki Otsutsuki was introduced in Boruto: Naruto the movie and he proved to be a tremendously powerful enemy that even Kaguya Otsutsuki feared. In battle, he was certainly impressive against Sasuke Uchiha, but later his role was reduced to him as meat to Momoshiki.

Kinshiki lacked the characterization to be a decent villain and aside from raw power, he didn’t offer much. Plus, even his strength was countered quite easily when the Kage came together to deal with him towards the end of the movie.


3 Momoshiki Otsutsuki

Momoshiki Otsutsuki was the main antagonist in the boruto movie and an incredibly powerful enemy for the ninjas to deal with. Like Kinshiki, his threat was so great that even Kaguya feared him. However, other than being a powerful figure, Momoshiki had very little depth as a character.

His abilities were also disappointing to some extent and he was eventually knocked down relatively easily by Naruto, Sasuke and Boruto Uzumaki working together. Momoshiki’s role continues to grow in boruto but as a villain, he is certainly one of Kishimoto’s weakest written ones.


2 Kaguya Otsutsuki

Kaguya Otsutsuki was the last villain in the Naruto series and the strongest enemy faced by the world of ninja in the Fourth Great Ninja War. Although she was extremely powerful, she was dragged into the story out of nowhere and, what’s worse, at the expense of Madara Uchiha.

Kaguya offered very little as a character, other than being a strong enemy for Naruto and Sasuke to overcome. At the very least, Kaguya provided quite a challenge for Team 7 and closed the Fourth Great Ninja War in a decent way, but it goes without saying that her character was largely unsatisfactory to the fans.


1 Black Zetsu

Black Zetsu was one of the members of the Akatsuki and he was introduced quite early in the series. While Black Zetsu was one of their weakest in some ways, it was revealed as the mastermind behind nearly every major event in the story, such as the Fourth Great Ninja War and the Ten-Tails revival.

He even killed Madara Uchiha and paved the way for Kaguya’s return, as she was her incarnation. Zetsu was definitely not written to the level and as a character he had little to no interesting qualities. He is undoubtedly one of Naruto’s weakest written villains.
